36.16.112 INDIVIDUAL USERS (1) The act does not provide for the reservation of water by individuals and no reservation right may be transferred in whole or in part to persons not qualified to reserve water. However, an applicant's request for a reservation is appropriate if it is based on behalf of the needs of individual users.
