38.2.306 CONSTRUCTION AND AMENDMENT (1) These rules, and any rules incorporated herein by reference, shall be so construed by the commissioners or any hearing examiner as to secure just and speedy determination of the issues. Amendments to these rules may be made periodically by the commission under its general rule making authority.
