38.5.1418 EXEMPTIONS (1) If hardships result from the application of any of these termination rules, or if unusual difficulty is involved in complying with any of these rules, application may be made by any utility to the Commission for permanent or temporary exemption from its provision, but such application shall be supported by full and complete justification for such action.
