4.21.203 AWARDING OF CONTRACT (1) Citizens shall have the opportunity for involvement in awarding of contracts and this shall be provided by observing the laws regarding awarding of contracts by public agencies. These laws require that any significant contracts be submitted to bid and public notice is through the invitation to bid.
