(1) For purposes of this subchapter "radio common carrier" means: any party providing or reselling communication services furnished through a general mobile radio base station, or a central office radio base station, between a radio subscriber station and a wire telephone, between a radio subscriber station and a mobile radio unit, or between two radio subscriber stations, where a radio subscriber station is a fixed radio telephone, which has been licensed by the federal communications commission, used by a subscriber for communications.
