(1) Sixty days prior to each election, the Secretary of State shall install and advertise access to a toll-free telecommunications device for the deaf (TDD) for the purpose of providing:

(a) information on registration;

(b) voting aids available for the handicapped;

(c) assistance under section 208 of the Voting Rights Act of 1965; and

(d) procedures for voting by absentee ballot.

(2) Election administrators shall clearly post the Secretary of State's TDD number, and advertise it wherever possible, for 60 days prior to each election.
