(1) Contracting employers shall not be charged a fee by the department to establish one or more groups.

(2) VEBA participants may be required to pay monthly administration fees, and shall pay a percentage of the monthly HRA administration expenses as determined by the department. The fee begins when their accounts are established and continues until the account has a zero balance.
